This song is not about doing speed. The word "crank" in British slang is roughly the equivalent of "weirdo."

Damn I just watched the video too, and they look sooooo fucking dated in there, it's totally cray cray. 1993 was a long time ago...

An interesting piece of trivia about this band is that the singer is the paternal cousin of Bruce Dickinson, lead singer of IRON fucking MAIDEN! His last name is the same, first name escapes me right now.
