Less Rep Restrictions

Chipper has changed the rep system to allow members to rep other members without waiting an hour. 

Members still can't rep the same person repeatedly without "spreading it around." 

I think the old system was stifling.  It also made it hard for participating members to gain rep.

Transparency is necessary to ensure decent staff members get elected. Members need to know when staff are misbehaving, so members can be informed voters.
