Question on Dropping off Prescription Law

Hey guys I hope you can help me with a problem ive been having.  The past few times iv gone to the pharmacy,  the female with an attitude always ask me for my ID BEFORE accepting to fill it, my ID is my old residence about 20 miles away. But I still live in the same county. My doctor ONLY writes me name on my script and not my address on my ID. The pharmicist says she wont fill it cause im not "local". Now correct me if im wrong, but cant I fill a prescription anywhere in the same state? Also anyone cam drop off my script for me ? Is this legal for her to be asking for ID before filling a script and turning you down cuz you live 20 miles awaway? Ive never heard of a zone you have to be in to have a pharmacy accept. All is taking place in the same county.
