Title: Shoutbox changes

We have closed the Shoutbox (public chat) until we figure out what's best for the site.

If anybody wants to discuss this then you are most welcome to do so.

You can still use the chat in the Forum section so just click on the app bar or click on the d&u banner.

There is now only one Shoutbox (currently on the Home and Forum pages only) and it is only available to the members -- please do not post anything that may discredit the site and NO FIGHTING, of course.

The staff reserve the right to moderate the chat session.

If it doesn't work out then we can review it. Links can now be posted without screwing up (and the window can be changed later to appear anywhere on the site, if that's what everyone wants).
