Title: No Private Messaging for Regular Users (Anti-Solicitation)

Disabled because it always gets abused, sooner or later.
Didn't Bluelight get hassled by that ?
Disabled at Opiophile, too.

The rules have changed - all users can use PM and chat but beware that all comms are logged and saved to protect the site.
