Sexual slavery, forced drug-taking in NSW brothels on the rise: police
By Ashleigh Raper

Sexual servitude in brothels, including forced drug-taking, is increasing in New South Wales, a parliamentary inquiry has heard.

The Deputy Police Commissioner Nick Kaldas gave evidence at the inquiry into brothel regulation in Sydney and said "next to no regulation" was allowing criminal activity in the industry.

"Where standards are not enforced in this industry, the cost to human beings could be horrendous," he said.

He told the inquiry there had been a recent increase in the reporting of sexual servitude in brothels, alleging "large scale networks using Asian students as sex slaves".

Mr Kaldas believed the migrant women entered the country on a tourist visas and then applied for a student visa.

"That worker, usually an Asian young lady, is extremely vulnerable probably has poor English language, probably has lack of knowledge of the legal system and is incapable of breaking away, no matter how bad things get," he said.

"There is some anecdotal evidence in this scenario of girls being forced to do things they do not want to do including the taking of hard drugs."

Police data suggests there are about 340 brothels operating in NSW; 130 are in the Sydney metropolitan region and 80 are in the city's south-west.

About 40 brothels are believed to have ties to outlaw motorcycle gangs.

Mr Kaldas said the responsibility for regulating brothels was currently "ambiguous" and he wanted local councils to take control.

He also suggested a number of regulations be introduced.

He said he wanted brothels to register as a business, background checks done on owners and managers and sex workers to be recorded in a database.

"There will be people who say it's simply too invasive, but I make the point it's probably harder to get a dog and a dog license than it is to work in the sex industry at the moment," Mr Kaldas told the inquiry.

"I take the point that the focus has to be on harm minimisation rather than simply being some Nazi state that invades people's privacy for no reason."

The chair of the inquiry, Liberal MP Alister Henskens, said he found Mr Kaldas's evidence highlighting criminal activity in brothels "disturbing".

The inquiry is due to deliver its report by November.

Aah yes, the ubiquitous blame leveled against "bikie gangs" that you see in just about any published Australian crime article.

Those guys must be tearin' it up down there.

Of course they are there. Where I live I never see colors but the papers tell me of all the heroin/meth biker gang busts near to me.
